Hampshire County CouncilSenior Engineer - Highways Development PlanningWe are looking for a Senior Engineer to join our Highways Development Planning team to provide strategic highway / transport advice on major planning applications referred to the County Council. The role also involves responsibility for negotiating innovative Section 106 and 278 transport improvement packages with developers, consultants and land owners.
You should have good planning and transport policy knowledge, as well as an appreciation and understanding of highway engineering and law. You will have the ability to assess the transport implications of major development proposals and to identify and negotiate transport improvement packages with developers. Job purpose To provide the strategic highway and transport advice on major planning applications referred to the County Council and to be responsible for identifying and negotiating innovative Section 106 and 278 transport improvement packages with developers, consultants and land owners. Essential qualifications N/A Desirable Qualifications • Educated to degree level standard Essential knowledge, skills & experience • Planning policy knowledge and understanding to enable advice to be provided to Local Planning Authorities • Knowledge of highway engineering to enable advice to be provided to Local Planning Authorities • Ability to assess the transport implications of major development proposals • Ability to negotiate transport improvement packages with developers • Ability to write and communicate concisely and be able to present the County Council's position to District and County Council committees and meetings • Knowledge and understanding of highway and planning law. • Ability to meet the travel requirements of the role Desirable knowledge, skills & experience • Experience in providing advice on major planning applications to Local Planning Authorities and appeals • Knowledge of highway and planning law • Ability to Innovate within the role by implementing contemporary policies and by developing new local policies and practices • The ability to be flexible and to carry out special responsibilities outside the normal scope of the role, deputising for senior staff / management • Experience in the development of junior staff • Politically aware
